Bill is the founder and former CEO of Boston-based Resolute Marine Energy, Inc. (RME) which, since 2007, has been focused on developing technologies that harness ocean wave energy to provide clean water for off-grid communities in developing countries and island nations. During his time as CEO, Bill was responsible for human resources development, fundraising and finance, business and intellectual property development, with responsibility for the successful execution of marine energy R&D projects and ocean deployments in the Unted States, Europe and Africa.

Bill is a member of the board of directors of the Caribbean Desalination Association (CaribDA) and Chair of the U.S. delegation to IEC TC-114 in Geneva, Switzerland where he assists in the development of standards and certification protocols for the marine renewable energy industry.

Prior to RME, Bill had a successful 17-year career as an investment banker and investment officer for well-known global financial institutions including Credit Suisse, Xerox Corporation, Rabobank, and Prudential Securities. In his free time, Bill is a volunteer mentor for ocean startups through the Boston-based incubator/accelerator Sea-Ahead and Rhode Island-based RI Hub venture mentoring service.
